A. Term Of License: Commencing April 1, 1984, the annual license period for all motor vehicles, trucks, motorcycles and motorized bicycles, tricycles and vehicles of every other nature and description shall be for the period beginning on April 1 of each year and ending on March 31 of the following year.
B. Fees Imposed: The license fee, as set out in section 1-12-3 of this code, under the category "license fees", to be paid annually to the village clerk, shall be for the following:
Motor vehicles other than those that fall within the categories listed below.
Each vehicle registered in the name of the person for persons sixty five (65) years of age or older.
Electric vehicles bearing an Illinois “EL” license plate shall be a separate category of license until May 1, 2025.
Trucks.
Motorcycles, motorized bicycles, or motorized tricycles and other motorized vehicles. (amd. 2009 Code)
C. Prorate Fee: If an owner or operator comes into possession of any such vehicle after the expiration of six (6) months of the license period, he shall pay one-half (1/2) of the annual fee.
D. Reduced Fee For College Students: Notwithstanding anything contained in this chapter to the contrary, whenever any such vehicle is located outside the village, for over six (6) months of any year, and used by a college or university student at such college or university, a reduced fee equal to one-half (½) of the license fee set forth herein shall be paid for a vehicle sticker for such automobile, subject to the following terms and restrictions:
1. The reduced fee is applicable to one vehicle only, per student, and shall be available only for that year or years of enrollment as a full time college or university student.
2. Applications must be accompanied by proof of registration in a full time curriculum in a college or university located outside the village, and certified by such institution.
E. Failure To Pay Fee:
1. Notification Of Violation; Payment Of Fine: Any person violating any of the provisions of this section, who complies with the provisions of this section before prosecution therefor, may pay a fine without prosecution by mailing or delivery of the fine by check, money order, or currency to the department of police of the village. The fine shall be five dollars ($5.00) if paid within five (5) days after receipt of the notification of the violation. Upon the failure of the violator to pay said fine within five (5) days, a second notice may be sent, no earlier than ten (10) days after the first notification of violation, and the fine therefor may be paid in the same manner, but shall be in the amount of ten dollars ($10.00), provided said fine is paid within ten (10) days after the date of the second notice of violation. Upon the failure of the violator to pay said fine after a second notice within ten (10) days thereafter, a final notice may be sent, no earlier than twelve (12) days after the second notice of violation, and the fine therefor may be paid in the same manner, but shall be in the amount of twenty dollars ($20.00), provided the same is paid within ten (10) days after the date of any such notice. Nothing contained herein shall be deemed to require the giving of any additional notice after the first notification is made. The transmittal of a notice by registered or certified mail shall be deemed sufficient notice if mailed to the last known address of the violator, and notice shall be deemed to have been accomplished even if there is a failure or refusal of the individual to whom the notice is sent to receipt or accept the same. All fines paid pursuant to the provisions contained herein shall be accompanied by a signed plea of guilty and a waiver of hearing, an application for license accompanied by the required fee therefor, and the penalty described in subsection E2 of this section.
2. Penalty Added To Annual Fee: A penalty of fifty percent (50%) will be added to the annual license fee of the above described vehicles and trucks unless payment therefor is made on or before May 1 of the year for which such license is required.
F. Sale Of Vehicle; License Transfer Fee: When any such motor vehicle, truck, motorcycle, motor bicycle or motor tricycle, or other motorized vehicle is sold, any valid existing and outstanding vehicle sticker issued therefor shall be automatically revoked. The new owner of such vehicle, if subject to licensing by the village, shall make application for a vehicle license in accordance with the provisions of this section. If such motor vehicle is traded in or otherwise exchanged by the owner thereof, for a new or used vehicle of the same category, upon application for a vehicle license, a new license shall be issued to such owner for the remainder of the unexpired term of the existing license at a charge as set out in section 1-12-3 of this code, under the category "license fees", for transfer of such vehicle license.
