A. Application And Fee: Any person desiring to obtain a license as a junk dealer shall make application therefor to the chief of police, who shall make such investigation of the honesty and reliability of the applicant as in his judgment is deemed best, and pay a fee as set out in section 1-12-3 of this code, under the category "license fees", at the time of filing such application.
B. Term And Conditions Of License: Should such license be granted, such fee shall entitle the applicant to operate as a junk dealer during the current calendar year but shall be conditioned on the due observance of all ordinances of the village applicable to such operations which are now or may hereafter be in force during the continuation of such license; otherwise, such fee shall be refunded.
