3-7B-1: LICENSE REQUIREMENTS:
A.   License And Compliance Required: It shall be unlawful to use or permit the use of any vehicle, including wagons and motor vehicles and vehicles propelled by human power, for the storage or the carrying of any meats, poultry, fish, butter, cheese, lard, vegetables, bread or bakery products, or any other provisions intended for human consumption, including beverages and milk, in the village for the purpose of delivering any such foodstuffs to any place in the village for use and consumption or for resale in the village for such purpose, unless a license for such vehicle is first secured and the provisions of this article are fully complied with.
B.   Application For License: Application for said license shall be made to the office of the village clerk, upon forms provided therefor, and shall state thereon the name and address of the owner of any such vehicle, the name or names of the persons for whom such deliveries are made, and the nature of the goods carried. The village clerk shall issue such license, and shall furnish the board of trustees with a list of all such licenses issued. (1988 Code § 3-9B-1)
C.   License Fee And Term:
1.   Fee Established; Payment And Disposition; Term Of License: The annual fee for such license shall be as set out in section 1-12-3 of this code, under the category "license fees", and shall be issued for the period commencing on May 1 of each calendar year and ending on April 30 of the following year. Such fees shall be paid to the village clerk, who shall turn the same over to the village treasurer forthwith. (1988 Code § 3-9B-1; amd. 2009 Code)
2.   Exemption From Fee: No license fee shall be required for any vehicle used to deliver foodstuffs from any establishment which is licensed and inspected as a food dealing establishment in the village under article A of this chapter or any vehicle used for the delivery of milk and dairy products which are licensed under article C of this chapter regulating milk production and distribution, or any vehicles used by persons licensed as peddlers or solicitors; but all provisions of this article shall be complied with in connection with such vehicles other than that providing for the payment of fees.
