7-2-5: ACTION ON PERMIT APPLICATION:
   A.   Denial: The permit shall be denied if plans or proposed work does not conform to the applicable requirements of this Title and/or other pertinent laws, rules and regulations, and such other applicable provisions of this Code. Denial with reasons shall be given in writing upon request.
   B.   Issuance: If the proposed work conforms to the applicable requirements of this Title and other pertinent laws, rules and regulations, and such other applicable provisions of this Code, a permit shall be issued in writing to proceed with work, returning one set of plans and specifications, endorsed by the Building Commissioner, to be kept on the job site at all times.
   C.   Placard: A permit placard shall be furnished with the permit or as the permit itself, which is to remain conspicuously posted on the premises at a location which is visible from the street during the course of the work.
   D.   Expiration Of Permit: Building permits shall expire if work is not completed within the following designated periods after a building permit is issued:
      1.   New single- and multiple-family dwellings: Twelve (12) months;
      2.   New commercial/industrial buildings: Twelve (12) months;
      3.   Remodeling, additions, accessory buildings, commercial build- outs: Six (6) months;
      4.   All other miscellaneous permits: Ninety (90) days.
   E.   Extension of Permit: If, after a building permit has expired and the permitted work has not been completed within the applicable time frame, the permit holder must request and obtain a written extension of said permit from the Building Commissioner before any further work may be commenced or continued on a project. Notwithstanding this provision, however, the Building Commissioner is not required to approve the extension of any permit.
      1.   A permit may be extended up to ninety (90) days, at the discretion of the Building Commissioner, upon a showing by the permit holder that the permitted work was not completed through no fault of the property owner or of the permit holder, but only after the payment by the permit holder of the applicable permit extension fee as set forth in Section 1-10-7, "Fees, Charges, Deposits, and Other Amounts Payable to the Village", of this Code.
      2.   If the permit holder cannot show that the delay was through no fault of the property owner or of the permit holder, the permit may be extended for no more than thirty (30) days, at the discretion of the Building Commissioner, and only for good cause shown, but only after the payment by the permit holder of the applicable permit extension fee as set forth in Section 1-10-7, "Fees, Charges, Deposits, and Other Amounts Payable to the Village", of this Code.   
      3.   After the initial extension period has lapsed, a permit may be extended, at the discretion of the Building Commissioner, and only for good cause shown, for an additional extension period of not more than sixty (60) days, but only after the payment by the permit holder of the applicable permit extension fee as set forth in Section 1-10-7, "Fees, Charges, Deposits, and Other Amounts Payable to the Village", of this Code.
   F.   Certificate Of Completion And Occupancy: A certificate of completion and occupancy (sometimes referred to in this Village Code as a “Certificate of Occupancy”), which must be secured before a building is occupied, is to be issued by the building commissioner when an inspection following the completion of the work shows that all construction is in compliance with this Title and any other applicable provisions of this Code, any other applicable rules and regulations, and the respective permit. As a condition precedent to the issuance of a certificate of completion and occupancy, the following shall be submitted to the village prior to the Village's issuance of any Certificate of Occupancy:
      1.   Where applicable, well and septic approvals from the Lake County health department and an "as built" septic drawing showing the septic lines as installed and the one hundred percent (100%) expansion area;
      2.   Final "as built" survey (applies to all new construction and additions); and
      3.   All applicable fees and costs required by this Village Code have been fully paid.
   G.   Sewage And Waste Requirements During Construction: No building permit may be issued unless the applicant has made provision for the following which shall be shown on the approved site plans:
      1.   Sewage: The installation of a portable temporary privy (a “port-o-potty”) during construction which must remain in a functioning capacity and on the construction site until the plumbing and sewage disposal systems have been installed and approved as functioning by the building commissioner; and
      2.   Waste: The installation on the construction site throughout construction of a portable waste container, dumpster, or other portable facility to be used for the disposal of all debris. The burning of any refuse or debris on the construction site is prohibited at all times. (Ord. 2011-O-07, 4-6-2011; amd. Ord. 2020-O-05, 2-4-2020)
