6-2-14: STREET SHOULDERS AND PARKWAYS:
   A.   Design: Shoulders of streets and rights of way shall be constructed and maintained so as to conform to the applicable provisions of title 9 of this code.
   B.   Obstructions In Shoulders: There shall be no objects placed within the shoulder areas of a street or right of way other than mailboxes located, constructed, and maintained in compliance with section 6-2-15 of this chapter.
   C.   Parkway Treatment: Parkway surfaces within streets and rights of way shall be sodded after completion of the residence and prior to the issuance of a final occupancy permit. No light standards, posts, rocks or obstructions may exist in the parkway areas. Exceptions to this provision are mailboxes located, constructed, and maintained in compliance with section 6-2-15 of this chapter, traffic control signs, street signs, approved parkway trees in accordance with the applicable provisions of title 9 of this code and facilities owned and maintained by the village or by other public utilities having a franchise granted by the board of trustees.
   D.   Sight Distances: Stopping sight distances within streets and rights of way shall be maintained to comply with the minimum standards set forth in the applicable provisions of title 9 of this code. Owners of premises abutting such streets or rights of way shall remove overhanging branches which interfere with traffic and safe transit pursuant to chapter 5 of this title.
   E.   Village Retains Right To Remove Obstructions: Except as otherwise provided in section 6-2-15 of this chapter, the village shall have and hereby reserves the right to immediately remove any obstruction located within a village right of way which the village president, or his or her designee, determines to be in violation of this section and which the village president, or his or her designee, also determines to be a substantial and/or immediate risk to any vehicular traffic and/or to village snow removal operations.
