6-2-15: MAILBOXES:
Permits shall not be required for the installation in public rights of way of mailboxes and supporting structures meeting the requirements of the United States postal service, subject to the following additional conditions, and in event of any conflict, the most restrictive conditions shall apply:
   A.   The mailbox installation shall not conflict with existing or proposed public or private utilities.
   B.   The face of the mailbox shall not be closer than twelve inches (12") from the back of the curb or edge of the pavement if there is no curb.
   C.   The mailbox and supporting post shall be placed so as to comply with United States postal service regulations as they exist from time to time but the post shall be no closer than eighteen inches (18") from the back of the curb or edge of the pavement if there is no curb.
   D.   Any mailbox within any public right of way shall be installed upon a single wood or hollow metal support or post not to exceed six inches (6") in diameter or in maximum width, or upon a single plastic post not to exceed eighteen inches (18") in diameter or maximum width. The installation and/or use above the surface of the ground of any of the following to support a mailbox within any public right of way are hereby prohibited: 1) any metal beam, 2) any metal post which is not hollow, 3) any hollow metal post greater than six inches (6") in diameter or in maximum width, 4) any concrete posts or concrete filled posts, 5) any brick or stone structures, or 6) any combination of the foregoing prohibited means of support.
   E.   The owner shall be responsible for all costs of installing and maintaining their mailbox and shall be obligated to reimburse the village for any costs incurred by the village in removing any mailbox which does not comply with this section.
   F.   Any mailbox support which does not conform to the provisions of this section shall be removed or brought into compliance by the owner thereof on or before November 22, 2004, but the village shall have and hereby reserves the right to remove any mailbox and/or mailbox support(s) located within a village right of way which the village president, or his or her designee, determines to be in violation of this section and which the village president, or his or her designee, determines to be a substantial and/or immediate risk to any vehicular traffic and/or to village snow removal operations, provided, however, no removal action shall be taken by the village except upon ten (10) days' written notice sent to the owner of such mailbox by certified mail, return receipt requested.
