It shall be unlawful for any person not a licensed plumber licensed by the state to lay any sewer line in the town in any public street or avenue for the purpose of connecting with the town sewer system unless such line be laid in accordance with the grade and alignment established by the town’s Maintenance Supervisor or his or her assistant under his or her supervision.
