(A) All fire hydrants shall be under the control and shall be kept in repair by the Maintenance Supervisor and shall be tested at least semi-annually to see if the same are in working order. In case of fire, the members of the Fire Department, and such other persons as the Maintenance Supervisor shall authorize, shall have free access to the fire hydrant. No other person shall open or operate any fire hydrant. It shall be unlawful for any other person to open or operate any fire hydrant without permission of the Maintenance Supervisor, or draw water therefrom, or destroy the approach thereto.
(B) Wrenches for fire hydrants shall be furnished by the Maintenance Supervisor to the Fire Department, whether the Department be a voluntary or paid Department, for the use of its members and to such other persons as the Maintenance Supervisor may deem proper. It shall be unlawful for any person to whom any wrench is so furnished to permit the same to be taken from the place of deposit, or to be used by any other person for any other purpose than that authorized by Maintenance Supervisor.
