It shall be unlawful for any person to operate a two-wheeled, three-wheeled or four-wheeled all-terrain vehicle upon any street, alley, roadway, highway, driveway, barrow ditch, sidewalk area, park, any other public way or public place or public parking area, either within or outside the corporate limits of this municipality, the use of which this municipality has jurisdiction and authority to regulate. The provision of this chapter shall not apply when the all-terrain vehicle is being used for specific events designated by the town acting by and through its Board of Trustees, Police Department or Fire Department, or when the all-terrain vehicle is being used in connection with farming or agricultural purposes or when the all-terrain vehicle is being used for snow removal only.
