The following regulations shall apply to the residential/institutional parking permit area:
(A) Residential/institutional parking permits. Residential/institutional parking permits may be issued by the Village Manager to residents and institutions in the area of the village bounded by the Edgewood Avenue, Park Road, Harding Avenue and the southern village boundary.
(1) Such permits shall be issued at no cost, upon the completion and submission of a permit application.
(2) The owner or resident of each residential address located within the residential/institutional permit parking area shall be eligible to receive not more than one parking permit for each vehicle that is registered at the address and is currently licensed by the village.
(3) Institutions located within the residential/institutional permit parking area shall receive not more than 25 permits.
(4) (a) All parking permits issued pursuant to this section shall be valid for a 12-month period beginning August 1 and ending July 31.
(b) Permits issued anytime after August 1 in any year shall be valid for less than 12 months and shall expire on July 31.
(5) Permits are nonrenewable.
(6) New permits shall only be issued upon receipt of new applications.
