Existing wetlands shall not be modified for the purposes of storm water detention unless it is demonstrated that the existing wetland is low in quality and the proposed modifications will maintain or improve its habitat and water quality. In addition, fill shall not be placed in the wetland and long-term monitoring and maintenance agreement shall be established to ensure that the modified wetland/ detention facility continues to provide wetland functions. Finally, the criteria of § 154.34 shall otherwise be met.
