§ 154.22 DRAINAGE PLAN REQUIRED.
   No person, firm, corporation or governmental body not exempted by state law shall commence any development, redevelopment, site modification, building modification or grading as provided for in this section in the village without first obtaining a development permit from the village. Application for a development permit shall be made on a form provided by the village. The application which does not involve restricting the release rate of storm water from the site should be accompanied by a storm water management grading plan. The storm water management grading plan should be drawings of the site, drawn to scale showing property line dimensions; existing grade elevations and all changes in grade resulting from excavation or filling, sealed by a licensed engineer, architect or surveyor and the location and dimensions of all buildings.
   (A)   The submittal shall include sufficient information to evaluate the environmental characteristics of the property, the potential adverse impacts of the proposed development, redevelopment, site modification, building modification or grading on-site water resources both upstream and downstream, and on the adjacent properties; and the effectiveness of the proposed drainage plan with the incorporation of best management practices in managing storm water runoff and to assure that site modification does not increase the drainage or flood hazard to other properties. BEST MANAGEMENT PRACTICES are defined as design, construction, and maintenance practices and criteria for storm water facilities that minimize the impact of storm water runoff rates and volume, prevent erosion, and capture pollutants.    (B)   The applicant shall certify on the drawings that all clearing, grading, drainage, and construction shall be accomplished in strict conformance with the storm water management grading plan.
   (C)   An application which involves restricting the release rate of storm water from the site shall be accompanied by both a storm water management grading plan as described above and a storm water management detention plan. The storm water management detention plan shall include design plans and calculations conforming to the requirements listed in division (C) or (D) and divisions (E) through (N) of this section.
   (D)   Erosion control plan. All applications for a development permit shall be accompanied by a soil erosion and sedimentation control plan for disturbed areas. This plan shall include a description of the sequence of grading activities and the temporary sediment and erosion control measures to be implemented to mitigate their effects. This plan shall also include a description of final stabilization and revegetation measures, and the identification of a responsible party to ensure post-construction maintenance.
   (E)   Properties smaller than five acres shall submit only the following basic drainage data:
      (1)   Topographic map. A topographic survey of the property and areas upstream and downstream necessary to determine offsite impacts of the proposed drainage plan at one-foot contours. The map shall be keyed to the USGS datum.
      (2)   Environmental features. A depiction of environmental features of the property and immediate vicinity including the following:
         (a)   The limits of wetland areas;
         (b)   Any proposed channel modifications;
         (c)   Any designated natural areas; and
         (d)   Proposed environmental mitigation features.
      (3)   Drainage system. A depiction of the existing and proposed drainage system features of the property and immediate vicinity including the following:
         (a)   The banks and centerline of streams and channels;
         (b)   Shorelines of lakes, ponds, and detention basins;
         (c)   Watershed boundaries within the property;
         (d)   Location, size, and slope of storm water conduits, including all storm sewers;
         (e)   Sanitary and combined sewers;
         (f)   Natural depressional storage areas;
         (g)   Delineation of upstream and downstream drainage features and watersheds which might be affected by the development;
         (h)   Existing and proposed detention facilities;
         (i)   Roads and streets, and their associated drainage structures;
         (j)   Base flood elevation, floodplain and regulatory floodway limits where identified on the property;
         (k)   Location and direction of all overland flood routing, and the depth and velocity of flow at critical locations within the drainage system;
         (l)   The property's location within stream or river watersheds;
         (m)   Basis of design for the final drainage network components; and
         (n)   Other pertinent information determined to be necessary by the Village Manager or their designee of the Board of Fire Prevention.
   (F)   Properties larger than five acres. The same information as required is in division (E) of this section is required for properties larger than five acres, along with the following additional information for the minor drainage system's design runoff event and the 100-year runoff event of critical duration:
      (1)   Elevations and maps of flooding;
      (2)   Cross-section data for open channel and overland flood paths;
      (3)   A statement by the project engineer of the drainage system's provisions for handling events greater than the 100-year runoff;
      (4)   Direction of storm flows; and
      (5)   Flow rates and velocities at critical points in the drainage system.
