§ 154.04 RESPONSIBILITY.
   The Village Manager or their designee appointed by the President and Board of Trustees will be jointly (hereinafter designated as Village Manager or their designee) shall be responsible for fulfilling all of the duties listed in this section.
   (A)   To fulfill those duties, the Village Manager or their designee first should use the criteria listed in § 154.06 to determine whether the development site is located within a floodplain. Once it has been determined that a site is located within a floodplain, the Village Manager or their designee must determine whether the development site is within a flood fringe, a regulatory floodway, or within a SFHA or floodplain on no floodway has been identified. If the site is within a flood fringe, the Village Manager or their designee shall require that the minimum requirements of § 154.52 be met. If the site is within a floodway, the Village Manager or their designee shall require that the minimum requirements of § 154.53 be met. If the site is located within a SFHA or floodplain for which no detailed study has been completed and approved, the Village Manager or their designee shall require that the minimum requirements of § 154.54 be met.
   (B)   In addition, the general requirements of § 154.55 shall be met for all developments meeting the requirements of §§ 154.52, 154.53, or 154.54. The Village Manager or their designee shall assure that all subdivision proposals shall meet the requirements of § 154.07.
   (C)   If a variance is to be granted for a proposal, the Village Manager or their designee, Village Engineer, and Zoning Board of Appeals shall review the requirements of § 154.51 to make sure that they are met. In addition, the Village Manager or their designee shall complete all notification requirements.
   (D)   In order to assure that property owners obtain permits as required in this section, the Village Manager or their designee may take any and all actions as outlined in § 154.09.
