Whenever plans and specifications are required by 116.017 of this subchapter to be submitted to the village and the Cook County Department of Public Health, the village and the Cook County Department of Public Health shall inspect the food establishment prior to the start of operations, to determine compliance with the approved plans and specifications and with requirements of this subchapter.
