(A) It shall be unlawful to distribute indiscriminately to the public any cards, circulars, handbills, samples of merchandise or any commercial material, including any cards, circulars, handbills, samples of merchandise or any advertising matter whatsoever on any public street, sidewalk or other public place in the village without first obtaining a license therefor.
(B) The application for the above mentioned license shall be submitted to the Village Clerk for approval. There shall be a license fee of $50.
