§ 31.026 APPOINTMENT, TERM, QUALIFICATIONS.
   The Village Manager shall be appointed by the President, with the advice and consent of the Board of Trustees, and shall serve at the pleasure of the President and Board of Trustees, or for a term determined at the time of his or her appointment, subject to the procedures of § 31.027. He or she shall be chosen solely on the basis of his or her executive and administrative qualifications, with special reference to his or her actual experience in, and knowledge of, accepted practices in respect to the duties of his or her office as herein set forth.
