(A) No motor vehicle going into or coming out of or being located or parked in a parking lot shall be driven at a rate in excess of ten miles per hour.
(B) Motor vehicles parked in a parking lot shall be parked in lines not more than two deep with a lane adequate for entering or exiting the parking lot. No lane shall be blocked by a motor vehicle whose operator or occupant is not located therein.
