§ 110.031 ASSIGNMENT AND TRANSFER OF LICENSES PROHIBITED.
   (A)   Any person to whom any license has been issued under the provisions of this code may not assign and transfer the same to any other person. A new license covering the unexpired term of the old license may be issued to the assignee; provided, that in all cases the assignee applying for the new license shall comply with all of the requirements prescribed by this code for the issuance of the license or permit.
   (B)   The fee for issuance of the new license shall be the same as prescribed for the original license and shall be paid to the village and shall become a part of the corporate fund. No assignment or transfer of any license shall be valid or give any right or permission to the assignee or transferee to act thereon unless the assignment or transfer shall have been pursuant to the requirements of this section.
