No permit for the construction of a driveway for commercial use or for the habitual use of persons other than the owner or occupant shall be approved if, in the determination of the Director of Fire and Building, the driveway will cause an undue safety hazard to vehicular or pedestrian traffic or will impede the safe, efficient flow of traffic on public streets or sidewalks adjoining the property for which the driveway is proposed.
