The exclusive method for collection and disposition of the garbage, refuse and ashes belonging to persons living in single family and two family residences shall be by curbside or rear yard pickup and subsequent delivery to a State licensed disposal facility. For purposes of this section, the terms “garbage, refuse and ashes” shall have those definitions as are contained in ILCS Chapter 65, Act 5, §§ 11-19-2 and 11-19-5, as amended from time to time. The Village Board of Trustees shall accept bids from various scavengers and shall then be authorized to award an exclusive contract for pickup of residential garbage, refuse and ashes to the lowest responsible bidder, which contract shall be for a term in excess of one year and less than 30 years.
