It shall be unlawful to deposit anywhere in the village any garbage, offal or carcasses of dead animals. The refuse must be properly disposed of. Any improperly disposed refuse is declared to be a nuisance. It shall also be unlawful for any person to dispose of or dump any solid or liquid waste material in any publicly or privately owned area within the village limits other than in the receptacles located on that person’s property. Violation of this section shall be punished by a fine of at least $100 and not more than $500 per offense.
