It shall be the duty of every owner or person in possession or control of any motor vehicle, the glass or metal parts from which are broken and dropped upon any public way, to promptly remove the broken glass and metal parts and restore the public way to a condition safe for automotive traffic. When a damaged vehicle is removed by a towing vehicle operator, the operator of the towing vehicle shall remove the broken glass and metal parts and restore the public way to a safe condition.
