      (2)   All persons owning or controlling property bearing an even-numbered street address may use water for sprinkling or watering lawns on days having an even-numbered calendar date.
   (B)   The Village Manager is authorized to order the temporary cessation of lawn sprinkling, vehicle washing and other nonessential water uses when, in his or her view, the water supply or water pressure is at a level inconsistent with the continuation of such uses and poses a serious hazard to the public health and well-being and endangers the ability to supply sufficient water for firefighting and other necessary purposes.
   (C)   Any person who refuses to cease or curtail using water for unauthorized purposes, or who uses water for sprinkling or watering on days other than those authorized shall be fined not less than $50 nor more than $100 for each offense; a separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
