(A) One- and two-family residential dwellings, as participants in the village refuse franchise agreement, shall be subject to a basic service charge of $3.75 per month, or other fee as established by the franchise agreement, in order to ensure the continued reliable and efficient provision of solid waste and recycling service.
(B) The basic service charge shall be billed in conjunction with the charge for water usage. If the amount due for the basic service charge shall not be paid within the time fixed by the Village Manager, the violator shall be punished by a fine of at least $50 and not more than $500 per offense. All monies paid toward a combined water/sewer/refuse bill shall be applied in the following manner: first to all unpaid sums due for basic refuse service charges; second, to all unpaid sums due for wastewater charges, and third, to all unpaid sums due for water fees.
