(A) The Public Works Director shall read or cause to be read every water meter used in the village at such times as are necessary, so that the bills may be sent out at the proper time.
(B) In the event that the water meter is inoperative for all or part of a billing period, the amount of water used will be calculated by averaging the usage for the 12-month period immediately preceding the billing period. When the customer account has been in effect for less than 12 months, the computation shall be based on the shorter period.
