The statements from vendors and other creditors shall be listed on a certificate in the form of a warrant certified to by the Village Manager that the statements are true and proper charges and approved for payment. The Chairperson of the Finance Committee and Village President shall certify on the warrant that all bills presented by the Manager, being in proper form, are authorized for payment by the Village Board, and thereupon the Treasurer and Village Clerk are directed to sign and issue checks in payment thereof.
