Within 15 days after a vehicle has been towed and impounded, notice of impoundment shall be sent by certified mail, return receipt requested, and by first class mail, postage prepaid to the owner of the motor vehicle at the address to which the motor vehicle is registered. The notice shall state the owner has a right to a hearing as specified in challenging the validity of the vehicle immobilization under § 77.03. The failure of the owner of any impounded vehicle to claim the vehicle or to request a hearing within 30 days of the mailing of the notice of impoundment shall result in the impounded vehicle being disposed of in accordance with the laws of the State of Illinois pertaining to abandoned/unclaimed vehicles.
