A challenge of the validity of the notice of impending vehicle for immobilization must be made in person to the Village Manager or his/her designee no later than 21 days after issuance of written notice pursuant to § 77.02. Such a request shall set forth specific facts to conclusively establish that the vehicle owner is not liable for the outstanding violations, such as:
(A) The person was not the owner or lessee of the motor vehicle on the date or dates the complaints were issued; or
(B) The fines or penalties for the violations cited have been paid; or
(C) The registered owner has not accumulated five or more final determinations of parking, standing, compliance or automated traffic violations which are unpaid, or that the final determinations were not adjudicated properly.
