As soon as a building permit is issued by the County Planning and Zoning Commission, the property owner shall contact the Director of Public Works at the City Hall to secure a permit for entering on a city street. The Director of Public Works shall inspect the proposed property and determine the size and length of the culvert which must be installed before the driveway or other access is allowed to enter on the city street. The Director of Public Works may require a culvert in excess of the minimums stated in § 91.085 if necessary on the particular property. The permit issued by the Director of Public Works shall indicate the size and length of the culvert required for the particular property.
