Before any new driveway or other access is cut into a city street, there shall be installed a culvert or other method for drainage, unless the Director of Public Works determines, in accordance with the provisions of § 91.087, that no culvert or other method of drainage is necessary. If a culvert for drainage is required, it shall be a minimum of 15 inches in diameter and 20 feet long.
