(a) No person, except those mentioned in Section 705.04 shall exercise the occupation of peddler within the Municipality, until he has secured from the Mayor a proper license therefor and paid the proper fee as provided herein.
(b) The Mayor shall not issue a license to any person under this chapter unless such person shall have been a resident of the State or continuously engaged in business in the State for a period of one year preceding the issuance of such license.
