It is not necessary for any person to procure a license under this chapter to sell as a peddler, any produce raised or any article manufactured by such person. Nor shall this chapter apply to persons operating bona-fide retail stores or places of business in the Municipality in making delivery of merchandise to their customers or to persons selling at wholesale to retail establishments in the Municipality.
