With the exception of persons mentioned in Section 705.04 whoever sells or offers for sale at retail within the Municipality, goods or chattels of any kind or description, by going from house to house or from place to place through the streets and ways of the Municipality taking such goods or chattels with him, shall be deemed to be a peddler.
