(a) It shall be unlawful for any individual, person, corporation, business, group or other legal entity to attach signs, symbols, letters, numerals or to mark upon, spray, brush, apply or otherwise paint upon any public rights-of-way, streets, curbs, easements or alleys within the Village of LaGrange exempting any entity that has permission of the Village through an agreement, contract, or permit to perform such acts.
(b) Subsection (a) hereof shall not apply to employees of the Village of LaGrange acting within the scope of their employment.
