Upon assignment of a number, the Clerk-Treasurer shall send a notice by ordinary mail to the owner or occupant of the house or building notifying him of the assignment of a number and of his duty under Section 1315.04.
   Any person erecting a house or commercial building in the Municipality shall within thirty days after completion thereof apply to the Clerk-Treasurer for assignment of a number, and a number shall thereupon be assigned by the Clerk-Treasurer and entered in his record.
