It shall be the duty of every person who shall have charge of the construction of any excavation or obstruction adjacent to or under any sidewalk, or street, during the progress of the work, to cause the excavation to be securely guarded by a fence, and from one-half hour after sunset to one-half hour before sunrise, the excavation or obstruction shall be illuminated with red lights sufficient in number and so placed as to show the full extent thereof.
