In doing of any of acts or things prohibited or the failure to do any of the things or acts commanded to be done as hereinafter set forth in this chapter is hereby declared to be an offense against the good order, public peace, morals, health, welfare and proper government of this city, and unlawful; and any person, firm or corporation convicted of violating any of the provisions of this chapter shall be deemed guilty of a misdemeanor.
