No person, firm or corporation shall within the limits of the city permit or suffer to be, or remain upon his or her or its premises or upon any lands or premises occupied or used by or under his or her control, any out-house, privy, vault, sewer, private drain, sick or unsound flesh, meat, fish, skin, carcass, garbage or any unwholesome or offensive substance, liquid or thing whatever, which is offensive, nauseous, hurtful, dangerous, unhealthy or uncomfortable to or for the neighborhood in which it is located.
