No person shall lurk, lie in wait or conceal himself or herself in or about any building, yard, lot, street or alley within the city with intent to do mischief or to pilfer, or for any immoral purpose, or to commit any crime, or misdemeanor whatever; lurking, lying in wait or concealing oneself in the city after 1:00 a.m. shall be prima facie evidence of the wrongful intent.
