§ 92.42 USE OF HYDRANTS WITH PERMIT.
   (A)   Contractors and other persons who, in the conduct of their business, may have need to access fire hydrants, may do so upon their prior securing a permit which shall be issued only for the duration of the project for which access of the fire hydrant is necessary. Permit is not transferable to another project. Application and permit shall be on forms as made and directed by the City Council and upon payment of $100 deposit; the deposit amount may be revised from time to time by resolution of the City Council duly enacted and shall be in such amounts as will assure the payment for the water used, if applicable, and to assure that any damage which may have occurred to the system or any part thereof shall be repaired and restored. Any balance remaining of the deposit shall be refunded to applicant upon completion of project minus monies owed for damage or payable water usage, if applicable.
   (B)   A request to open a hydrant following approval of application and issuance of a permit must be submitted to city hall a minimum of 24 hours in advance. Should the expense items to be paid from the deposit exceed the amount of the deposit, the amount not paid from the deposit shall be forthwith due and payable by permittee to the city.
   (C)   Such permits to access hydrants shall require that permittee utilize back flow valve(s) and such device(s) as will prevent the introduction to the water system of any foreign substances.
