There shall be no use of any part of the fire hydrant system in the city except by the duly qualified and acting members of the fire department in connection with and as necessary in the discharge of its duties, including suppression of fires, and except by the duly appointed, qualified, and acting public utilities supervisor of the city and his or her agents in the performance of his or her duties.
