§ 51.25 WATER CONSERVATION STAGES.
   The following water conservation stages shall be in effect at the following times; when either Stage A or Stage B water rationing is in effect, no person, firm or corporation shall use any water in violation of any provision of this subchapter.
   (A)   Stage A Rationing.
      (1)   Stage A rationing will be in effect starting June 1 through September 30 and/or whenever the City Water Department recommends to the City Council that water use be restricted to Stage A rationing based upon the number of gallons pumped, and the City Council approves said recommendation by a majority vote.
      (2)   The following requirements shall be in effect.
         (a)   The City Clerk shall cause to be published a notice that Stage A water rationing is in effect. The announcement shall contain a description of the restriction and penalties that apply to Stage A water rationing.
         (b)   No person shall use any water sprinkler, sprinkling or perforated soaker hose to water any lawn, garden, shrub, tree or flower between 10:00 a.m. to 3:00 p.m.. These restrictions shall apply to all residences and to all businesses and institutions having lawns, gardens, trees or shrubs, and shall be followed at all parks and public buildings owned by the city.
   (B)   Stage B Rationing.
      (1)   Stage B water rationing will be in effect June 1 through September 30 and/or whenever the City Water Department recommends to the City Council that water use be restricted to Stage B water rationing based upon the number of gallons pumped, mechanical failure of any kind, any water emergency or whenever the Superintendent deems necessary, and the City Council approves said recommendation.
      (2)   The following requirements shall be in effect.
         (a)   The City Clerk shall cause to be published a notice that Stage B water rationing is in effect. The announcement shall contain a description of the restrictions and penalties that apply to Stage B water rationing.
         (b)   No person shall use any water sprinkler, sprinkling device or perforated soaker hose to water any garden, tree, shrub or flowers.
         (c)   No water shall be used from a hose to wash automobiles, except at places of business where autos are washed every business day either with attendants, with automatic equipment or by self-service.
