(A) A minimum charge of $40 per month shall be applied to all users. This minimum charge consists of $30 for O, M & R costs and $10 for debt service costs. For all users situated outside the corporate limits of the city, the rate is 150% of the corporate rate.
(B) In addition to the monthly minimum charge of $40 per month, metered customer rates for usage in excess of 2,500 gallons per month will be charged as follows. Metered service charges per month:
(1) Water service only: $2.60 per 1,000 gallons; and
(2) Sewer service only: $2.60 per 1,000 gallons.
(C) There shall be and there are hereby established monthly water and sewer rates and/or charges for the use of service supplied by the water works system of the city to users located within the corporate limits based upon the following schedule.
(1) Residential; unmetered:
(a) The water rate for unmetered residential usage shall be $20 per month; and
(b) The sewer rate is $20 per month.
(2) Commercial; unmetered:
(a) The water rate for unmetered commercial usage shall be $23 per month; and
(b) The sewer rate is $23 per month.
(3) Multi-family or apartment; unmetered:
(a) The water rate for unmetered, multi-family or apartment residential usage shall be $20 per dwelling unit per month; and
(b) The sewer rate is $20 per dwelling unit per month.
(4) Mobile home park; unmetered:
(a) The water rate charged to or for the mobile home park shall be $20 per dwelling unit per month; and
(b) The sewer rate is $20 per dwelling unit per month.
(5) City; unmetered: the water rate charged to and for the city shall be $195.50 per month.
(6) Airport water; unmetered: the water rate charged to or for the county airport shall be $57.50 per month.
(7) Vacant rate; unmetered: there is no vacant rate available. Water service will be shut off as a courtesy to any user who wishes to have water service terminated during a vacancy, but will pay a sum of: water rate is $20 per month; sewer rate is $20 per month.
(8) Residential rates for users outside corporate limits; unmetered:
(a) The water rate for any user whose premises are situated outside of the corporate limits of the city shall be $30 per month; and
(b) The sewer rate for any user whose premises are situated outside of the corporate limits of the city shall be $30 per month.
(9) Commercial; metered: the water and sewer rate for metered commercial usage shall be $40 per month, with an additional sum fixed according to the following schedule: where water consumption per month is more than 2,500 gallons, the sum $2.60 per 1,000 gallons.
(10) Park District (swimming pool); metered: according to an intergovernmental agreement between the city and the Lacon Park District, the city will fill the swimming pool free of charge, at the beginning of each swim season in exchange for a permanent easement across Park District property for a water main and sewer. The water and sewer rate for metered commercial usage will be used.
(11) Rates for users outside the corporate limits; metered:
(a) A minimum charge of $30 for water shall be applied to all users; and
(b) A minimum charge of $30 for sewer shall be applied to all users.
(12) In addition to the monthly minimum charge per month, metered customer outside the corporate limits rates for usage in excess of 2,500 gallons per month will be charged as follows. Metered service charges per month:
(a) Water service only: $3.75 per 1,000 gallons; and
(b) Sewer service only: $3.75 per 1,000 gallons.
