(A) The Mayor and City Council shall appoint such officers and agents as may be deemed necessary for the operation of the water works and sewerage system, and said Council shall determine the terms of office, duties and compensation of such officers and agents.
(B) It is hereby made the duty of the City Clerk, or person under his or her direction, of said city to render bills for water service and all other charges in connection therewith. The City Council shall appoint an officer or agent to read all meters monthly.
