In order to investigate, confirm, and report a nuisance, any Police Officer, Ordinance Enforcement Inspector, Building Inspector, or other designated official shall, upon proper identification, be permitted at any reasonable hour and in a reasonable manner, to visit and enter into or upon any property or building located thereon to make an examination thereof, as long as such individual has reasonable grounds to believe that a nuisance exists there.
