No person shall use any device, either mobile or stationary, for the purpose of amplifying the human voice or other sounds in such manner that the voice or other sound is audible in a street or highway or other public property without first securing a license therefor from the Chief of Police. The use of any device in violation of this subchapter is declared to be a nuisance.
