§ 73.09 SNOW REMOVAL.
   (A)   From 1:00 a.m. to 6:00 a.m., all motor vehicles shall be removed from the designated snow routes within two hours after a snowfall of two inches or more has occurred. Said motor vehicles shall remain removed and not be parked on any designated snow route until the snow has discontinued and the roads have been plowed.
   (B)   All snow routes shall be designated as snow routes by the posting of signs at reasonable intervals.
      (1)   At any time there is a snowfall of two inches or more in the city, for a period of time of 12 hours subsequent to the discontinuing of the snowfall, on all streets not designated as snow routes, all motor vehicles shall be removed from the north and west sides of said non-designated streets for a period being 12 hours subsequent to the time that the snow stops falling. After said streets have been cleaned on the north and west sides, said motor vehicles shall be removed from the south and east sides of the non-designated routes. All motor vehicles parked on non-designated snow routes in violation of the provisions of this section shall first be tagged upon their front window with a notice of said violation. Said motor vehicles may be towed away three hours subsequent to the tagging. All costs of towing and storage shall be chargeable to the owner of the motor vehicle; however, if a motor vehicle is tagged after 10:00 p.m., such motor vehicle may not be towed away until 9:00 a.m. the following morning.
      (2)   It shall be unlawful for any person, his or her employees or agents, to remove snow from any public or private parking lots, driveways, streets or alleys and deposit the same in and onto the public streets and alleys.
      (3)   The City Council shall, by appendix, designate snow routes within the city. Such appendixes designating said snow routes shall be published in a newspaper of general circulation in the city, and the same shall be kept on file for public inspection in the office of the City Clerk. All streets not designated as snow routes shall be known as non-designated routes.
