(A) All abandoned vehicles on public property and in view of the general public, shall constitute a nuisance, and it shall be unlawful to keep or maintain such vehicle after a period of seven days from receiving a notice from the city to remove the same.
(B) The Police Department is authorized to remove any such abandoned vehicles at any time after seven days from the issuance of the notice hereinbefore described. Charges incurred during the removal of the vehicle shall be assessed to the owner of the vehicle.
