§ 52.121 LIABILITY OF OWNER.
   The owner of the premises of the sewer services of the city shall be jointly and severally liable for the payment of the sewer service on such premises, and the sewer services is furnished to the premises by the city only upon the condition that the owner of the premises of the sewer services are jointly and severally liable therefor to the city.
