(A) No person or entity shall perform any act that alters or adversely affects the infrastructure of the town in any manner, whether directly or indirectly, without first obtaining all requisite permission and permits from the town. For purposes of this section, the term INFRASTRUCTURE is to be construed broadly to mean the basic facilities, systems, and installations located within the town that are necessary for the town to operate which includes, but is not limited to, roadways, sidewalks, curbs, ditches, and communication towers.
(B) Any person or entity who is found to be in violation of division (A) shall be fined in accordance with 10.99 and also be responsible for any and all costs associated with restoring the infrastructure to its unaltered condition including, but not limited to, reasonable attorney and/or engineering fees incurred by the town.
